Language points
开不开: two forms, two meanings
锁开不开 means the lock will not open: it is a verb followed by its negated complement of result, 开…不开. Do not confuse it with the repetition question 开不开, which would ask "does it open or not?". In writing the two look identical; in speech the question rises and the statement falls, and it is the audio that separates them.
会被罚: the penalty with no agent
会被罚五块: you will be charged five yuan. No subject performs the action, because no person does: it is the system. Chinese uses 被 with no agent whenever the doer is an institution, a machine or plain obviousness, and it is the normal form of regulations. 会 adds the value of a foreseeable consequence.
是…的 to stress the moment
钱是第二天才扣的: it was only the next day that the money was taken. The mould 是…的 brackets what is being stressed, here the moment, and the fact itself is not in question. It serves the same way for place (是在北京买的) and for the doer (是他做的), already seen in lesson 4.
