Xiaoyu opens a bank account. It takes a passport, a form, and knowing how to say you do not understand.

办 does not translate as a single English word: 办卡 is to get a card issued, 办护照 to obtain a passport, 办手续 to complete formalities. Whenever a document passes from a counter to you, it is 办. Used alone, 你办吧 means "you see to it", which is what the official says as he pushes the file back at you.
看不懂 says you are looking and the sense is not arriving; it is the form to use in front of a form. The positive is 看得懂. It has two useful neighbours at the same counter: 听不懂, I cannot make it out by ear, and 看不见, I cannot see it. The second word says each time which sense is failing.
先 marks the first step, 然后 the next, and both go before their verb, never at the head of the sentence as English would put "first". 请您先填表，然后签名字: the form first, then the signature. When the second step follows immediately you use 再 rather than 然后: 先填，再签.
