Spoken aloud in a number, 一 is very often pronounced 幺 (yāo). The reason is practical: 一 (yī) and 七 (qī) are easily confused on the phone, while 幺 is confused with nothing. Chen Hao's number will therefore be read yāo sān jiǔ. The written form stays 一.
号码是多少, never 号码是几. The rule seen with the time works the other way round here: a mobile number has eleven digits, so a large number, so 多少. The same goes for a room number, a bus number or a platform number.
王阿姨 calls Chen Hao 小陈, "young Chen". That is the normal way of addressing someone younger than you whom you know a little: 小 followed by the surname alone. The other way round, an older person you respect becomes 老 followed by their name, 老陈. Neither has anything to do with size.
